For South Dakota I agree with this. It would do more damage to the state than any sort of good
This shift diverted revenue from host communities & k12 schools to roads while driving out-of-state & local buyers away from licensed operators. Voters approved an excise tax on cannabis. That approach resulted in the most successful law in the nation in terms of participation in the legal market.
