The pareto principle itself doesn't come into it, other than that 80/20 is always a good split I choose because of the principle. But if you're saying that reducing the power and function of government by 80% hands that 80% of power to a 20% elite as bad or worse than before... I don't think that's the case because that 80% still enforces their power in that reduced government space following their own incentives rather than having central planners do it.

I'm inclined to disagree, if I may offer a quote to start: 'The purpose of a system is what it does' I'd argue that it's a bad thing, in and of itself. In a system where opting out is a choice, and where you agree to be bound by the result of a vote once you've committed to it, that's fair enough, but what we have is the ability to decide who will kick us in the shins and stamp on our feet while shaking our hands.
