What a disingenuous answer. Shocking. What the driver did earlier in the morning is irrelevant. We've read local law enforcement have been denied access to information needed to investigate so they've had to withdraw. We all know what answer the state will come up with in their absence.

Perhaps I wasn't clear. OP compared Cooper to Noem but Cooper was dealing with PA and claiming on basis of various facts that they could be proscribed. Noem was making claims in defence of what to me looked like murder on the basis of no facts. Sorry I wasn't clearer.
