Confused is the military contribution. This is not based on funding but based on assisting with military assets you own. US contributes more in time of need because of the amount it spends on its own military. They are not NATO troops however, there is no set you must provide xx troops.

Stephen Miller seems quite categoric that the US are only interested in defending NATO countries if they can extort or control them. They have no interest in aiding small countries if it costs them a lot of 'american dollars'. It's clearer every day that NATO can't rely on the US for mutual defence.
